According to the operating rule to carry out a correctly program step by step. For example: to shut some electric breakers or turn on some electric breakers on the power panel in the substation. 
根据操作程序有计划的实施维修工作，如：关闭配电室内电板上某些开关或打开某些开关。
During failure is being eliminated by the duty electrician, other authorized persons (such as Electric supervisor, Duty engineer) have to supervise all process in order to guarantee the safety. 在进行排除故障期间，其他相关的工作人员如电气主管、值班工程师必须监督所有维修程序，以确保维修安全。
As the elimination of failure is eliminated. All scene persons have to hold a meeting in order to analysis the reason of failure and make a detail report on the paper.
